Subject: Time’s Almost Up – Where GOA Priority Bills Stand

We are in the final days of the 89th Texas Legislative Session—and time is running out.

The May 12 deadline has passed. That means all House bills that were not voted out of committee are now effectively dead for the session. And we’re just days away from the next critical deadline: By Wednesday, May 15, the House must complete second readings of bills on the calendar—or they too will die without a vote.

Despite your powerful efforts, House leadership continues to stall key pro-gun bills. Hours have been wasted on nonbinding resolutions and ceremonial recognitions while bills that would restore your right to self-defense are being ignored.

Here’s where GOA’s Priority Bills stand as of Monday, May 12:

ON THE HOUSE CALENDAR – WAITING TO BE HEARD

These bills are eligible for debate and a floor vote, but have not yet been heard. If they’re not read a second time by May 15, they will die:

• HB 170 (Guillen) – Kyle’s Law: Grants civil immunity to those who lawfully use force under Chapter 9 of the Penal Code.
• HB 3053 (Virdell) – Protects Texans from local firearm buyback schemes that incentivize disarmament.
• HB 1794 (Tepper) – Allows licensed carry at polling places during elections and early voting.
• HB 2458 (Virdell) – Provides a defense to prosecution for lawful self-defense in aggravated assault cases.

STILL STUCK IN CALENDARS – NEED TO BE SCHEDULED

These bills were voted out of committee and are eligible for scheduling by the House Calendars Committee. But if they aren’t placed on the daily calendar immediately, they will miss the floor deadline:

• HB 4933 (Curry) – Ensures the return of seized firearms to individuals not prosecuted or convicted.
• HB 1085 (Curry) – Authorizes Texas public high schools to offer an elective “lifetime recreation and outdoor pursuits” course—including hunter education and firearm safety—as a way to satisfy physical education credit requirements. The curriculum would be developed in consultation with the Texas Parks and Wildlife Dep artment and would be optional for both schools and students
• SB 1065 (Hall) – Stops private contractors from disarming LTC holders on public property (State Fair Bill).
• SB 1596 (Hughes) – Prohibits state and local agencies from enforcing federal red flag laws.
• SB 1730 (Hall) – Senate companion to HB 170, Kyle’s Law, already passed the Senate.

We are urging Speaker Dustin Burrows and Calendars Chairman Todd Hunter to do their jobs and bring these bills to the floor. Texas gun owners sent a clear message at the ballot box—and they deserve more than procedural games and delay tactics.
